I think one way that this helps the diverse learners is that again it offers free and appropriate education and also offers nondiscriminatory assessment. Section 504 of the Rehabilitation Act of 1973 protects those whose disabilities do not match the definitions under the IDEA statute. Section 504 protects students with communicable diseases; temporary disabilities arising from accidents; and allergies, asthma, or environmental illnesses. Also section 504 extends protection against discrimination beyond school
