What is different between a 32-bit version of Windows 7 and a 64-bit version of Windows 7 when trying to install drivers?

The only difference is when a user installing drivers. When installing 32-bit version of windows 7 drivers to 64-bit version of windows 7 installation should be ok but when installing 64-bit version drivers in to 32-bit version, drivers will not install.
